Reforms & Safeguards

Institutional reforms and safeguards

Shaker International Scholarship Programs (SISP)

Following a significant institutional breach and prolonged absence of accountability within the local justice framework in Bangladesh, Shaker International Scholarship Programs (SISP) undertook a comprehensive reform process to protect its mission, partners, and global operations.

These reforms represent decisive actions designed to strengthen governance, enhance transparency, safeguard institutional integrity, and ensure long-term sustainability.

1. Strategic Institutional Safeguard Through Operational Realignment

After observing continued signs of systemic corruption, lack of accountability, and prolonged inaction within the justice system in Bangladesh — extending nearly eight to nine months beyond the incident period and through the end of 2025 — SISP made the historic and difficult decision to permanently remove Bangladesh as an operational jurisdiction.

This decision was not taken lightly.

Operation Bangladesh, originally envisioned as a flagship humanitarian and educational initiative, was officially discontinued and redirected to alternative nations where governance structures and legal protections align with institutional integrity standards.

This action was implemented as a permanent institutional safeguard to protect SISP’s mission from environments where justice systems demonstrate unreliability or vulnerability to misuse of authority.

2. Legal Preparation and International Accountability Framework

In parallel with institutional realignment, SISP initiated a structured preparation process to assemble all documentation and evidence required for submission to relevant United States federal authorities across multiple agencies.

This preparation focuses on:

The objective is to ensure accountability through lawful international channels where transparency and due process are upheld.

This process remains ongoing as documentation continues to be finalized.

3. Protection Through United States Institutional Registration

To further safeguard its global operations and ensure institutional security, SISP relocated its core registration and governance framework to the United States.

This strategic move provides:

This reform ensures that SISP operates within a legal environment that prioritizes accountability, lawful governance, and institutional protection.

4. Comprehensive Governance Restructuring

SISP implemented major internal reforms to reinforce oversight and prevent future institutional vulnerabilities.

Key measures include:

These reforms strengthen operational resilience and reduce risk exposure.

5. Institutional Impact and Damage Assessment Safeguards

As part of its reform process, SISP launched a comprehensive internal review to assess the full scope of damage resulting from the incident.

This includes evaluation of:

The damage extended far beyond the initial breach.

Several major projects were scheduled for grand opening at the time of the incident. Due to diverted resources, leadership focus, and crisis management, these initiatives were delayed or entirely dismissed.

Nearly nine to ten months later, no progress has been possible on many of these projects.

The full scale of impact continues to be assessed and may take months to fully quantify.

Initial findings indicate that the institutional damage is significantly greater than originally anticipated and extends across multiple operational dimensions.

6. Enhanced Transparency & Reporting Measures

SISP introduced new transparency systems to ensure continuous public and partner accountability.

These include:

These measures allow stakeholders to review institutional actions openly and maintain trust.

7. Permanent Safeguard Policy for Operational Jurisdictions

SISP has implemented a new institutional policy requiring:

Any jurisdiction demonstrating systemic accountability failure or corruption risk will be permanently removed from SISP’s operational scope.

This policy ensures long-term mission protection.

8. Commitment to Ethical Global Operations

These reforms reflect SISP’s unwavering commitment to:

While the events of 2024–2026 presented extraordinary challenges, they also strengthened institutional resilience and accountability.
